Our policy at Richmond Sanitary Service is to provide the best possible service to our customers.

To Our Customers
This information is designed to help us serve you better and also to help you know more about solid waste and recycling collection and disposal in your community. We provide an efficient, sanitary, weekly collection service, and strive for courtesy from our collectors and our office staff. If you have any complaints regarding our service, please call us immediately.

Residential Information

Service
By local ordinance, all occupied properties are required to have solid waste collection service. Standard service consists of a cart for solid wastes, one cart for recyclables and one cart for green waste.

Pre-Paid Bag Service
Pre-paid bag service is available for residential customers who occasionally have extra wastes. Pre-paid bag ties can be purchased from our customer service office, or by mail. Mail orders are sent certified mail with return receipt at an additional cost, plus postage.  Mail rates are subject to change. Call customer service for more information.

By local ordinance, owners of rental properties are responsible to subscribe to and pay for waste collection. It is RSS policy to bill owners directly for waste collection charges.

Terms
Residential customers are billed quarterly. Bills are due and payable upon receipt and are considered past due at the end of the first month of the billing period. Past due accounts are subject to late payment charges. Checks returned by your bank will be subject to lien proceedings.

Containers
The weight of the container when filled shall not exceed the allowable limit indicated on the container. RSS also offers dumpsters and debris boxes for large clean ups. Please call our office at (510) 262-7100, or simply click on the rates link below.

Collection Day
Residents are required to place the carts provided by RSS at the curb, with the wheels up against the curb, by 6:00 a.m. on collection day. Collection may not necessarily be made at the same time on collection day each week or on some holidays. If carts are not put out on collection day, customers have the option to wait until the next week for pickup or to request a “call back” pickup. Such a call back service is subject to an additional charge. Carts that are not placed out for collection are not eligible for credit. Empty carts must be removed by customers and out of public view by 7:00 p.m. on the day of collection.

Holiday Schedule

Extra Refuse
Refuse above the rim of the cart or additional refuse beyond the regular established service is considered as extra. Owners of residential rental units are liable for extra charges and must notify the office is no extra is to be taken from a rental unit.  Please call our office in advance for extra service.

Rates
Our rates are based on cart capacity. Basic Rate is for service up to 35 gallons. All residential rates are established by ordinance in the various cities and county. Residential and commercial customers can obtain their rate information here.

Unacceptable Items
Items not acceptable for solid waste collection are:

  • Hazardous waste of any kind
  • Hot ashes
  • Petroleum products
    • Examples include: oil, gasoline and similar substances
  • Sod
  • Metal
  • Dirt and rocks
  • Cement
  • Liquids
  • Batteries
  • Tires
  • Appliances
  • Furniture
  • Lumber and similar materials.
  • Commercial, industrial and institutional wastes and industrial solid wastes in residential containers.
  • Any/all explosive materials.

Special Pickup
Arrangements for special pick up of solid wastes and bulky items may be made by calling the RSS customer service office. Upon request, RSS will estimate the cost of such special service according to current rates.

Disability Carry-Out Service
Special arrangements may be made for households where no on is able to move their containers to the curb. A doctor's certificate documenting the disability is required for this special service, and must be renewed annually.
